Question regarding scheduled gift delivery of games

Suppose I buy a game as a surprise gift for my sibling and schedule it to be sent to him on Christmas Eve. If he decides to buy that same game (without knowing it will gifted to him soon), will Steam allow him to push through with the purchase? What happens to the gift that is yet to be sent to him?

If they purchase the same game without your knowledge and you gift that game to them two options are available.

They keep their copy and reject the gift and initiate a refund request so you get your money back.

Or they refund the game they purchased and accept the gift you sent them. Note: They should not play the game so the automatic refund goes through. Once they have the refund install the gift copy.
