It's a unique shape, but the software is the same kind of software you'd find on a desktop or laptop.
There is no legal way to do that on PC.

As far as I know, and do please correct me if I'm wrong, no emulation software allows you to legally log into your PlayStation account on a non-PlayStation device to access Sony's server infrastructure and download the games you purchased on PSN. If one does, great, I'd love to know which one.

You would have to have your Deck running Windows, and be able to download the PS Remote Play SW to it and install it. And if you read the link above ^^^ it isn't going to work with all games, because some games do not support PS Remote Play. There's other restrictions and possible complications as well. So it *may or may not* work, and you *will* need to have a stable high-speed internet connection.
Cloud gaming isn't "downloading the games" to a Steam Deck as the OP is asking. It's accessing the games being run on a remote server.
