How do you change the position of the Notification popup thing?

when you get a messge or achievement during game sometimes it pops up in the bottom right corner sometimes in the top left corner...I remember there used to be a option to change where you want the thing to pop up at but I cant find it. did they remove it? if not where is it? how do i change it?

Some games allow the option in game to change the corner for notifications like CS2. It was ever a client setting.
