Family sharing wonky?

There must be a setting somewhere, but I'm confused.

We are a family with multiple gaming PCs and 4 main accounts.

On this (my main) PC, I can see my games as well as 2 other accounts' games, but the 4th shows no games (library is about 150 titles) available from that account.

I don't think anything different was done for this account, but obviously, Steam thinks there is a difference? What could it be?

Yeah I got to play my wife's copy of S.T.A.L.K.E.R. 2 that I gave her for her birthday LOL.
