Download starts fast but then slow to a crawl.
Whenever I download something, the download will start off well, at a few mb/s and even up to 40+Mb/s, but after about a minute it slows down to less then 1mb/s, and I have to restart Steam hopping servers from other countries.

That's exactly what I've been doing for the past few hours while downloading GTA V. I've been hopping servers hoping to find one that's good. Some of them starts off well but returns to <1mb/s after a minute or two.

Check the task manager and see if either cpu or hdd is at 100%

CPU is around 10% and HDD is around 5%.
RAM is fine too, I'm only using 3.5 out of 16GBs.

I've had this issue for a few months. I have to change servers every 60 seconds to keep it downloading. Starts at 900Kb/s then crawls down to 1Kb/s within a minute.

I had this a few nights ago. I was downloading GTA V. It was a bug one but rate was fast at about 7 megabytes per sec. But it would only do it for a few minutes before slowing right down. I had to move the mouse to bring it up to speed again. As if steam was going idle and slowing the download right down. Pretty annoying. I then used origin to download a game and the download rate never dropped at all even if left alone. So it was specific to steam. I don't know if it's fixed as I haven't done any big downloads since.

If anyone is still reading this thread, I found that the windows 10 Netflix App caused this issue for me. After uninstalling Netflix it worked perfectly

Wish the netflix app thing would have worked for me to but issue is still there.
Connection works fine with other programs. Issue seems to be tied to steam.

Have you tried clearing download cache? Not sure if it fixed it yet, but its looking gud

It's none of these things. Your ISP (especially if it is a cable provider) is now throttling because net neutrality is gone. They all hope none of us will notice this as it's their first step in tiering the internet. I have tested every download for the last several months using a number of different apps and protocols. It consistently slows down to a crawl at around 75% (from ~150 mbps to ~2 mbps.). They hope we will argue among ourselves and the content providers, etc. and never learn the truth. This is happening and I urge you all to start complaining to your ISPs so we can cause a big stink before it's too late.

I'm not sure where you guys are from but, this s**t's been happening over at my end as well (Philippines, for reference)

Tried every solution I could find and, surprise surprise, none of them worked. I think we're being throttled here as well (at least, on my end anyway. Not so sure about everyone else, even where I'm at)

Hello, I am facing the same issue. The download starts at 2Mb/s and then goes to 40Kb/s and doesn't increase again.
I have tried to disable antivirus, change regions, clear cache etc, but nothing seems to be working so far.
Any solutions to this?
