Beware of preorder - Steam will not refund your money after release.
I'm appologize for my English, my native language is Russian.
On 2015, august 21, i was preorder Just Cause 3. On release date, 2015 december 01, after playing only 30 minutes, i request refund. But! Refund was rejected with discription: "Or purchase was made more tnan 2 weeks ago, or the product has been used for more than 2 hours. Bought: August 21 MSK, Playtime: 30 min." As i understand, review team counts preorder date as purchase date! Yestarday, December 30, i'm made second attempt (too late, i know this, but...) and was rejected with the same description. By summ of two attempts it is clear for me - preorder beyond 14 days limit is count as normal purchase and never refunds. All i want now is to make Valve team edit refund policy, to reveal such inconsistency, to prevent misleads in the future.

I've never had a problem. Same situation. Try explaining it better than them and link to their own rules that state 2 week times don't begins until the product is released. Never had a problem with a refund like that.

In a second attemp i'm kindly ask review team to comment a situation according to refund policy, but they remain silent.

Hannibal's Leftovers, is it possible to complain on higher level cause the support ignored two refund requests according Steam refund policy?

On every reply on my request, refunds review team stated, that it spent too many time since date 2015 August 21 MSK. Of course it was, but August 21 was start of PREORDER date, not RLEASE date. On August 21 i spend my money to only PREORDER game. Release data was 2015 December 01, and on release date they stated, that past too many time from August 21 to request refund.

Refunds are based on the date purchased not the date released or installed. Thems the breaks with pre-orders.. Hence why smart people. don''t

Im 100% sure it was said when you preorder you can only refund the game till the day it release after it releases you cant refund it

When you pre-purchase a title on Steam (and have paid for the title in advance), you can request a refund at any time prior to release of that title. The standard 14-day/two-hour refund period also applies, starting on the game’s release date."

Anyway it's too late, the guy posted this message today, when the game was released 1 month ago. The 14 day are over. End of the story

I was only correcting Asuka, who claimed that you cannot refund after the game's release date :)

As long as he put in the original request within the 2 week period steam support will be able to see it, his ticket should get approved it will just take a while.
