Punisher is a licenced franchise owned by Marvel Comics/Disney. Game was pulled because licence expired. It would probably cost millions to re-licence the franchise, money an old game re-release would never hope to recoup so we're unlikely to see the game re-released ever same with many other games based on licenced franchises.

Both developer and publisher were defunct. Best way is ask Marvel either who want the Punisher licensing rights or just add their old game into Steam.

Marvel doesn't own the game assets even if they own the Punisher IP. No idea who the rights to code/assets went with the liquidation of THQ but most likely to Nordic Games (now THQ Nordic) who purchased the THQ brand (and some other unidentified THQ assets) and Volition game studio. Even if the Nordic got the rights in paper, it does not mean they actually have the code or assets. Then again it doesn't really matter as even if they have everything, they still need the Punisher licence to republish the game which, as I said earlier, would cost an arm and a leg.
