Not that easy. They need to get the license first, so you'll have to convince the current Star Trek license holder that you want such a game...
I'd like a Starfleet Command game/simulator, but based on the old pen&paper Starfleet Command rulesets.
It'd be like translating "Battletech" to a tactical RTS-like game, which has already been done several times.
"Federation & Empire" is another old boardgame that would make a really good PC gaming translation. (Federation vs Klingons, old-school TOS-style)
I did love trek games back then,, judgement rites geez takes me back. I just brought resurgence not played it yet though
