Post Requirements for Posting on Steam
I just made this account, but it wouldn't let me post in "Steam Discussions" or "Steam Off Topic" until I put $5 in my wallet.

If you need to that before being able to post, Steam should tell you that!

When I read the "Support" posts, they all listed several things that you can't do before you put $5 in your Steam Wallet or make $5 of purchases, but REPLY TO STEAM DISCUSSIONS WASN'T THERE!

Maybe I could have done something else, I don't know.

But if you need to do something with $5 or more before being able to post, Steam should tell you that!

I still haven't found that anywhere.

I took a guess that MAYBE putting $5 in my wallet would work, but it was risk. Without reading that you need to do, it's possible that even doing that wouldn't have helped!

You don't need to have an unlimited account to post on the forums. Some game hubs may require it but not here on the main forums.

Steam tells you about a limited account here:

That must have changed over the years. When i started posting here, it must be 12 or 13 years ago, i did not own one game on Steam, I came here to see if a game can be ported to consoles, and did not even have a PC capable of playing games. Yet, i could post.

Then why wouldn't it let me post in "Steam: Off Topic"? Or here?

I got the message that I couldn't, but every time I clicked on it, I got sent to something that listed stuff you can't do before spending $5 but that list never included posting replies. It included stuff like "Can't create Steam Groups", but nothing else about posting.

You should reread the page then. This is part of the limitations:
- Posting frequently in the Steam Discussions

Thank you, but posting, rather than "posting frequently" isn't even on that long list.

What features are unavailable?
Limited user accounts are prevented from accessing several features on Steam, including but not limited to:

Adding friends (limited accounts can still create quick invite codes)
Voting on Steam Reviews and Workshop items
Participating in the Steam Market
Trading Steam Community items (trading cards, booster packs, gems, etc.)
Making your Steam profile visible to non-friends
Posting frequently in the Steam Discussions
Gaining Steam Profile Levels (Locked to level 0) and Trading Cards
Submitting content on the Steam Workshop
Posting in an item's Steam Workshop Discussions
Creating public Steam guides
Accessing the Steam Web API
Using browser and mobile chat
Adding public artwork and screenshots
Adding messages to trade offers
Creating Steam groups
Counting towards Steam group membership
Following/adding curators
Posting hyperlinks in the Steam Community
Adding a phone number from some countries

You should reread your own reply.

It lists posting FREQUENTY - not posting even once for the first time ever, which is what it wouldn't let me do.

Frequently would for me mean, you can post in th and discussions, but have a fixed time limit before you can post again.
Not that you can't post at all.

It's literallyin the list. I made it bold and underlined... The "frequently" is part of the limitation. You simply ran into the limit, that's all.

It's X amount of posts per rolling period. It can happen that you reach the maximum of posts in a 24 hour period and that it stops you from posting for a few hours.

I posted ZERO posts ever, and yet it wouldn't let me make the first post before putting $5 in a Steam wallet.

Steam Guard is the requirement to post.

As for creating groups, that is locked behind the $5.

That could be it. But in that cause it would be Steam Guard OR the $5, since I did the $5 but not Steam Guard and I'm obviously now able to post. $5 was certainly cheaper than having to buying a smart phone.

Steam Guard Email OR Mobile Authenticator.

This would have to be for new customers, because I never had to do that when I set up my account for the Orange Box back in the day when I bought it.

Maybe E-Mail Verification was a thing.

Just tested this out by creating a new account, and set up Steam guard. It still wouldn't allow making a comment on the forums. So the $5 is a requirement to be able to even make comments on the forums.
