Joust, Defender, Tapper, Bubbles, Robotron 2084 and Sinistar
I don't even know who owns the rights to these games anymore. Who do I email to see about getting these games on Stream?

Do a wikipedia dive. Who owned them first, then who might have bought the rights (or the whole company) next, and after that, and so on. If any entity in that chain still exists, they should have some contact listed.
Those are all Williams and Midway games. Midway is defunct and I don't know who owns Williams now.

Midway was owned by Williams. Then Midway was bought out by Warner Bros. Interactive Entertainment in 2009 after filing bankruptcy.

You might be interested in Midway Arcade Treasures. It's got all the best games: Defender, Gauntlet, Marble Madness, Spy Hunter, Joust, Sinistar, etc. It's just missing the later stuff, like Hard Drivin' and Mortal Kombat.
RetroArch is on Steam, though last I checked, it doesn't play nice with Mame.

The Defender rights were acquired by Midway as well. All the games point to Warner Bros. Interactive.
