If this is happening in game, you don't get action taken messages reporting via the profile, no.
And by what you said the other user said to you, that isn't breaking the rules.
Was this in a specific game hub not moderated by Steam Support?

If actual blocking exists, my rant wouldn't have had the most comments in one post: 175 comments.
Also you can't expect mods to simply just get to it that fast, they are constantly being swarmed with requests everywhere as i believe bans and suspensions to be delivered by steam mods only. Moderation is not something so easy to do, specially in a place like steam. And there is also the possibility of "warning first" before taking action, it probably depends on how bad things are.
For example, Destiny 2 is one of those game hubs that is often being patrolled by steam moderation.
They said action was taken, but i don't see anyone banned. Was it a warning? I don't know because steam is not specific. If actual blocking exists, this thread wouldn't.
