Is it legit to buy a game key from another store and activate it on steam? Px from Fanatical?

The important part is that the seller buys the keys directly from the publishers, and not from some unknown sources. If the keys are stolen and sold for cheap it can happen that the publisher deactivates such licenses.
I would say, not exactly, while it may appeal to buy a key for a cheaper price at store outside Steam, there's a risk of help to certain criminal elements which might have come into play with regard of how these keys were acquired in the first place.

You might want to read on the Internet about whether buying from sites like this is actually a good idea.

The reason Steam keys exist is because Steam gives them to publishers so they can sell them.

The only thing to look out for is the bad shops that are selling stolen keys, used keys, keys that actually work but are for other games, keys that don't work at all etc.

Fanatical is fine, though.

Yes, because this concerns freedom of choice and consumer rights. On the other side, we have issues such as monopolisation, market distortion, price fixing and a lack of transparency.

Ultimately, the topic is about controlling ownership (also with the help of filter lists and geoblocking on Steam that work to protect Valves' own profit interests) and that includes product keys that can be traded. Unfortunately, it gets a bit more complicated here...

As with everything, everyone should research beforehand, even outside of Steams' microverse, as the opinions here are often very biased.

I bought Oblivion and Skyrim in a bundle box at Walmart, and they were a Steam Activation Code. So if retail stores are carrying them, then I would say it is legit.
