Copying an entire PC with Steam Games
I just copied my wife's entire PC from a Win 8.1 to a (NEW) Win 11 PC, using Laplink Copier Pro. Will all of the Steam programs work or will there be Licensing problems with them?

I don't know this particular software, but the Steam system doesn't have any copy protection, so you'll be fine. Steam DOES allow 3rd party DRM, though, so some games might still object.

As long as the account owns the games there wont be problems.
If Steam does not detected them as correctly installed it will probably download files and will start the first time installation stuff.

Copying the Steam solder should suffice. I've had a dedicated drive for games that's been ported to different systems over the years without trouble.

You may encounter difficulties with games with additional DRM besides steam that may have activation limits. But they're few and far between.

Make sure you have your email up to date to be verified if you are switching to a different device. I dont remember if Steam does, but most companies do this.

Steam Guard is required to post on the forums. That's already good.

Okay, thanks to all of you for your replies! Have tried some of her programs and they seem to work. A couple haven't yet, but I'll check to see why.
