Steam download speed throttle vancouver region
I switched from Canada, vancouver to Australia, sydney region and it went from 45-50 to 107-108

Local ISP issue. Contact your ISP to fix it.

Like NakiBest just said. Has absolutely nothing to do with Steam directly. Might not be your ISP directly either, but rather the fact that you are using a very busy node and there can be slowdowns at specific times.

In either situation, contact your ISP for more information.
