Aye clearing the steam cache from the setting menu can be a good start or you can delete the htlmcache folder while steam is not running
edit
seems i've forgpttent to give you it location sorry
\Users\<yourusername>\AppData\Local\Steam
I have to delete the entire htmlcache folder or the content inside this folder? Thanks for your reply. Also how to delete it from settings menu?
delete the folder while steam is not running or use the clear cache feature uisng steam.
I will delete the folder and try again. I wanted to ask bos exactly to clear cache using steam? I don't see this feature in steam client, do you have steps to find it?
Sorry , give me a minutes till i log on the sandboxed steam client and print a screen xd

But better delete the folder while steam does not run imo
But I found something, when I restart router, Steam begins to work fine for a while, then again bugs out after a while, text disappearing, photos too, pages loading extremely slow and download speed going under 50kbps.
Do not worry, cache will be rebuild with time xd
So it has to do with your router it seems and not steam
