Dude, again, you're trying to make a point with a conspiracy. The rules are, as was said very clearly, you need, at least here in the US, 5 USD to post here.
I do not know if the OP is from the US. I do not know, or care, what they did.
The rules are, you need to spend 5 dollars to post on these discussions, as it says in the rules, pretty clearly.
If this was a free game, CSGO, and they have 60 minutes playtime, total different story. But at that, they would be limited as to what they post. Lets move on.
Steam doesn't have country/region specific rules.

Limited accounts can't gain XP towards profile levels until they unlimit the account.
That would be good.
I got bored and I did some tasks for it while idling the play time. You can do at least 20 tasks without unlimiting the account.

And accordingst to the Steam rules, you need spend 5 usd, or use the game hubs for a limited amount, on a free game.
Again, LEVEL ZERO. The XP from the badge is NOT counted towards the profile level.
Well, that information is wrong. My test just proved that.
Also, if you read what he said, you can't earn XP toward account levels in a limited account. The badge is worth 100 XP but the account still has 0 XP as shown by the level bar.

Again, i'm moving on. The answer Hotsauce should have given people, is not that "you don't at all need 5 usd".
The answer should be, you have to go thru many hurdles, to post free. Not that you "just need Steam Guard". That is misleading. And that's a generous response by me atp.
I did not get the Community Badge for playing a game. A single task out of 28 tasks is to play a game.
You do not need to spend any money at all. This is the answer.
2 hurdles to post on the main forums. Not "many."
1. Steam Guard.
2. Play a game for 60 minutes.
He did other stuff to get the badge while waiting the hour.
The badge is worth 100XP, his account still has 0XP since it is limited. It's displayed as such next to the level bar. If you look at any unlimited account, you will see it will display the amount of XP as it's earned. Since his account is limited, it will not earn any despite getting badges that are worth XP.
you don't have to jump through hoops. You just need to have Steam Guard and you can post in the general forums. No money required.
