You probably want to activate a dlc key which obviously wont work without the base game.

If you got this key from a scam site, rather than a normal shop, you might have gotten something else.

If the key you bought was advertised as one for the game (not some piece of DLC), then you got sold a faulty key. Ask the vendor for a key for the product you've paid for and if the vendor doesn't deliver and/or makes you jump through hoops, chargeback.
