Is this a Deck specific issue? I wasn’t aware. I thought perhaps it was effecting others on PC as well.
Is it really? I’ve been reading up on the issue and it goes back several years and is apparently limited to Steam users on PC. And obviously Steam users on Deck as well now.
Researching the issue on windows has yielded interesting results. Apparently it is an issue between Rockstar and Steam’s server issues. It’s not a software issue.

We understand that you are facing issues with launching games (error 1000.50).
This error is a result of a communication error with Steam and should be resolved by taking the following steps:
Restart your PC
Restart your internet router
Launch Steam
Right-Click on Grand Theft Auto V
Select Properties
Under the Local Files Tab, select "Verify Integrity of Game Files..."
Wait for the file verification to complete
Start Grand Theft Auto V
It was the router restart that worked for me. Restarting the Deck and verifying the game files did nothing.
