Can't type in special characters in the Steam Overlay chat
So this problem has been going on for a few months now. When using chat in the Steam Overlay, I am unable to type in any special characters (I'm using the Polish Programmer's layout which uses the American QWERTY layout with special characters available via the ALT key). When I alt-tab and use the regular Steam chat, the special characters work just fine. The issue seems to also apply to the Steam Overlay browser so I'm guessing it's the overlay that's broken and not the chat itself.

Welp, looks like it has been reported. I wonder if it specifically affects the Polish keyboard (due to the fact that special characters are under the ALT key) or if the issue is more widespread.

As someone with a Portuguese keyboard I also experience the issue.

I cannot use special characters such as the Euro symbol (€), for example as it requires usage of the right ALT key. Same thing with the at symbol as it also requires the same secondary key.

I currently have the same problem in Linux, and it's even worse because now I can't even write Polish characters in Steam at all, overlay or not.

I have solved my problem on Linux, but not in the way that directly helps those on Windows. I only had the Polish locale on my current installation and it works after adding the English locale. Open the file /etc/locale.gen, uncomment the line "en_US.UTF-8 UTF-8", run "locale-gen" command, then restart Steam.
EDIT: well, I solved it partly. Now it's just overlay that does it, so now I'm in the same position as OP, but I wonder if that's connected.
EDIT: interestingly, I only have this issue with native games. Windows games running with Proton appear to not have a problem with the overlay.
