Steam downloads are limited by

1) your cpu
2) your disk IO
3) your anti-virus
4) your ISP

Steam downloads in compressed chunks, once a chunk is down it gets decompressed and installed. If the CPU and/or drive is at or near 100% the DL will slow and may even stop until the decompress and install is complete.

Open Task manager and see what CPU and the Drives usage % is at when this happens

* System specs?

* ISP/internet specs?
Kind of Internet?
(i.e. fiber optics, LAN cable, ADSL, cellular (4G? 5G?)/etc)

i don't think it is the cpu since i have a i7 11th gen and neither the disk because i'm downloading it on a m.2 nvme and it works perfectly with other apps like EA, Epic etc
I tried uninstalling the anti virus and didn't help also i have fiber optics so there should be no reason for it to fail

What download speeds do you usually get on average with EA & Epic Games clients?

Also do not forget there is a sale going on. More game/DLC/update downloads occurring.

Search SSD in this thread and post #11, this post, is the first time you mentioned an SSD.

Comparing to other platform doesn't mean much when Steam downloads compressed chunks and then decompresses them and installs them. If for whatever reason the drive is too busy decompressing and installing a chunk the next chunks download can slow, thus saying things are fine on another platform means nothing when they don't compress chunks and have decompress them,. Hence why I asked for the Usage % when it slows...........

Well I found out the only game that had this problem is ARK Survival Evolved. I tried downloading other games and they worked perfectly. My ssd is at 70% when downloading ARK. Idk why is this problem only for ARK
