* What ISP do you use, and what download speeds are you supposed to get per your Internet plan? :)
I am getting lower speeds for months now, in Bulgaria.
Usually it was between 8-9 MB/sec (nothing like 70 here) but is much lower recently.
I think it is due to shaping by one of the super-ISPs of my ISP.
It is a small town ISP, as such being a sub-ISP of other, larger one(s).
I was getting all of the 600 Mbps last month, I haven't played too much, but today I bought a game and decided to download it.... with 2 MB/s it could be tomorrow.
I switched to Czech and it downloaded with 72 MB/s even for the full speed I am paying.
There is something up with the Bulgarian and Romanian Content servers, they could be "frying" maybe.
Somewhere along the line, i.e. Vivacom or their super-ISP (if any, i.e. external lines outside Bulgaria, if applicable) are shaping your traffic to Steam, thus lowering the speed(s).
This means Steam can offer you that 600 MBits just fine, but your ISP won't allow it.
(for certain IPs/domains only, as you found - i.e. Bulgaria & Romania have issues, while Czechia does not.)

Not much to do here but ask Vivacom if they are doing it, and suggest a way out.
(which they may or may not do)
IF they are traffic shaping my connection to Steam that means I shouldn't be able to download from Czech Content Servers and others with normal speeds, right?
The issue is with the Bulgarian and Romanian that all of us use.
Something fried there or there is a lot of usage and bandwidth being used currently.
I had issues also from today and not any other.
Don't know why you are blaming the ISP.
So, you can get full/fastest speed from some websites/services/areas (Czechia, or Germany/etc), but not from others (Bulgaria, Romania).
I am not "blaming" the ISP - I am 100% sure!
Please note this has been discussed many times before - the reason is what i said, and not anything else, and definitely not on Steam's side. :) Nothing at all has been "fried" server-side or can be.
You might want to phone Vivacom and ask them about it.
Of course, they might or might not want to reply properly.
Proof - where?
I am not defending Vivacom, but this seems out of conspiracy movie.
* Does changing to Czechia or Germany download server location help?
You can try Greece and Romania too.
Just use the search function, you will find multiple threads on this.
No conspiracy - Steam will never slow down your downloads, ISPs sometimes will.
Your Steam download speed could be limited by:
1) Your ISP provided speeds, and/or possible shaping they or their super-ISPs may apply.
2) Your network card. (WiFi is usually slower than LAN cable)
3) Your CPU speed, plus disk drive speed.
(i.e. on a fast Internet connection SSD will download games faster than HDD.
And nVme SSD will be faster than a SATA3 one.)
They saw the thread and are plating with the settings and upping the speeds 3 times for today...
I.e. if you try around 11 PM - 2 AM speeds could be close to full speed, and during the day - much lower as you are seeing.
