Report a translation problem
I haven't seen a lot of story yet, but I'm currently playing Bloodstained: Ritual of the Night. The dialogue-scenes are voice-acted.
I would also like to mention the Trine series. Aside from Trine 3 (disclaimer: I don't have Trine 5 yet), they are in 2D. And Trine 3, in my opinion, was the worst Trine ever (and the fact they returned to 2D for Trine 4 suggests that I might even have allies within Frozenbyte about that). Anything 3D in the video I posted is either a cutscene or Trine 3 gameplay.
Super Neptunia RPG is actually a JRPG; this time around it's in 2D, though -- there's an in-universe reason for this as well, as explained in the story. This means the combat is still in separate screens, and only the exploration part is the usual 2D sidescrolling.
