is adding a custom amount to the steam wallet not allowed?
recently i decided to get the summer steam sale 2024 badge, but purchasing all the needed cards at once required wallet funds, and i would rather not spend 4 pounds towards my wallet just for trading cards.

I did anyway, but could you use the inspect element function on the 'add funds' page to add funds less than the minimum amount? (£1/£2, etc) and if you could would it be allowed by steam? asking out of curiosity.

Valve does not seem to care if you set a custom amount, as long as it's above the minimum.
Why isn't there a custom amount option in the client which specifies it must be over a minimum?

I have bought gift cards elsewhere for Steam in the amount of $1 so I really don't know what to say.

There are even browser plugins like Augmented Steam that add the custom option to the page. It still needs to be the minimum amount required by Steam, though -- no idea what that would be for you (it's $5 or €5 depending on where you are; not sure if they also made it £5...).
