It wouldn't matter if you did. A VPN alone will not change your Steam store region.
It is likely that Valve either forgot to discount the low-violence versions of their games or decided not to.
If support don't believe you, there is little you can do other than show them screenshots of the different stores.
But yes, that's my theory as well. I can't remember that this ever happened before, but to be fair, I don't regularly check, if L4D is on sale or not. I did only now, because I wanted to gift some copies.
