Unfortunately I think the way these popups are designed you might never be able to even see those terms again once you accept it. You can probably say you accidentaly clicked ok and then try finding them again later, but maybe not looking at them means you can get to the game faster.
I guess once you have a dispute you should certainly try to find the terms again, otherwise blasting through like everyone else should be legally ok, but not great.
gotta scroll down to the bottom of the text and then it enables the continue button.

Yep, I did scroll to the bottom when it first popped up thinking just what you said. Unfortunately, that didn't work. grrrrr

Valve is not interested in having unplayable games in the store. So yes, if there is an actual problem then the publisher will have to fix it, BUT Valve isn't going to entirely ignore it if they don't, and they might put up from pressure from their side.
