• https://help.steampowered.com/en/wizard/HelpWithGame
  
• Enter name of the game in search bar,
  
• Click on game,
  
• Click on "it's not in my library",
  
• "Restore removed package".

not sure if thats true because a steam person said to me when they told me to trade my skins out to a friend so they can verify them they also said dont worry you account has not been hacked
