Should I get a game that say it only use old windows operating system?
I want to get "Disney•Pixar Cars" but it says "This app only supports older Operating Systems (Windows Me / 2000 / XP / Vista), and might not run on newer Operating Systems." in system requirement. I have windows 11, should I use virtual machine?

Check the game hub and guides section of the game, usually such games in there ave the info needed to make it work on newer systems.

Only if you have the classic hardware to run it. Build a Dos 6.2/Windows 3.11/95 OSBR3 (USB) /98SE/XP x64/NT system if you are up to the challenge.
