Wallet Funds to Gift Game or Gift Card

So I have some money in my steam wallet, and I am trying to use it to gift a game for a friend. However when i got to the card, it is not giving me an option to purchase the game for a friend, it only has the 1 green purchase button, and a drop down that says "purchase for my account" or "purchase for my account-private"? Also I tried to just use it to buy a digital steam gift card and send it to him, but again it didn't give the option to use my wallet balance to purchase it, only Paypal or various credit cards.

Best to use an outside payment method such as a credit/debit card or a physical gift card to purchase a gift game.

Personalized bundles can't be gifted and wallet funds can't be used to buy gift cards.

To add to this, which region are you in?

Certain games have gifting disabled in some regions.

And if it's not a bundle, there is a system where gifting games using wallet funds too frequently will prevent you from gifting games using wallet funds to prevent money laundering.
