When you're the Communist Party, do you need to be official? They blocked ArtStation of all websites for no reasons. So who's to say they won't block Steam? And they just did. They want money like EA and Ubisoft. But with added level of smug stupidity.
But yes, commie needs official statement, otherwise they will attract unwanted negativity from the world
Not just that, they need official statement for their followers (i'll just call them cultist) to agree, to show their support, that'd be their shield when the world question them. Like "oh its fine, its just vidya game after all, games are bad, just ban them, we Annamites are fine with it"

Not anymore. They don't need to make any official statements to the populace. They know they can sneakily change something and there's nothing people could do to find out or stop them. This is just natural evolution of callousness. They know nobody will stop them, so why bother with discreet?
And by Chinese law, all Chinese citizens are to use SteamChina if they use Steam.
Some countries dont have Steam because some of those governments want full access to the Steam account database, info they have no business accessing, so they can track what users are doing. (Which is why China has their own version)
Others just dont want anything to do with Western businesses.
And at least 3 countries are currently under Sanctions and cannot buy anything on Steam.
Steam almost was not allowed to continue in India a few years ago because the Indian government wanted access to the user database and Steam said no. They came to an agreement and thus Steam can still operate in India, but the government does not get access to the database.
If the local businesses are getting upset at Steam being successful, that is not Steams problem.
