Your still only purchasing a license to play the game.

TLDR: the online game monopolies of Vietnam complains that they can't extort the market share our Lord and Savior Gabe Newell rightfully earned. So they wanted to brand him and Steam as illegal platforms. Now they have just gone ahead and blocked the platform in Vietnam, forcing users to tinker a bit with their DNS to bypass.

That article is like 2 months old with no official word , sure the government messed with Steam IP a bit but people bypassed it with certain ISP or change theirs DNS and buy game using either VISA or Mastercard .

The newest rumor about total lockdown is baseless .

correct, likely by those "online game monopolies" try to make anyone who not use steam often to quit and those who don't use to stand on their side. If you check many post about this latest news, they copy from the same source and in the comment section full of people quite clearly not using steam cheering on. A massive psyops I must say

Having to go to those lengths just to access a site outside of one's country suggests there's more going on than just rumor. Obviously that's not a normal expectation of the end user to perform. Maybe users figured out how to bypass the blocks, but those blocks were still put in place. Just because they're not completely effective doesn't discount they're existence.
