Not trying to be rude about it, but unless it's the internationally recognized flag it won't be added.
You could contact Steam support about it maybe? As evidence suggests this is just an out of date icon/UI issue. Nothing will change unless people mention the issue to Valve. I just don't know where besides Steam support that you would bring up the complaint. Or if they would even listen to just one person complaining about it.
Steam's database of countries is quite outdated. The subdivisions it shows for Denmark is the ones that were abolished in 2006. Sucks that the database is so bad.
