You can gift items directly but if you are planing to give SN, be sure to check can they be activated there like for example If you buy SN that can be activated in US that SN might not be activated in Iraq maybe it would be more safe to buy it direct over steam...

Yea i plan on gifting it directly through steam but it says they are ineligible but i did add them as a friend today and i say where i have to be friends with them for 3 days. My what im doing is i have a destiny 2 clan and im doing giveaways and he won so im trying to figure out a way to get him the prize.

I did not know for 3 day limit for gifts but I gave it for friends no problems, Now if it is about Helldivers 2 it might depends if he can not activate it you might be able to refund it if no problem if he refuse it...

You cannot gift games to people in other regions if the price difference is greater than 10%.

Im more so wondering about steam gift codes more than anything

It would depend on the code, as there are codes that are region specific, as Madzec said.

They're currency locked. Not necessarily region locked.

Often it can get messy when buying SN for gift because I once spent to buy friends son 30€ for SN only I did not realized I was buying SN for X box and not for freaking Steam... sadly her kid did not got game I felt as sht.... you really gotta be careful on buying SN now are they activated in your area and plus are they for proper platform...

Steam is strange. What If I want to gift a game that costs 5 USD here and 30 USD for my friend but I can cover the cost?

You can only be charged the amount shown at checkout. You cannot pay more.

I am positive if your local supermarket asked for twice the amount of money showing on the till you would object.

You can send a friend (I think the requirement is being friends for 3 days) a digital gift card through Steam (to their account, not their email) even if they have a different currency than you. I sent my friend in Spain $25 and she was able to buy a game with it, for example.

Bait and Switch laws.
They cannot show one price and then charge something else.
There is also sales tax too and that differs by country and even by State in the USA.
