You'll need to contact Developer/Publisher/IP owner and get them to (re?)release the game on Steam. Valve will not do anything about it.

Because this is Valves forum. What would Trion worlds do in the general steam discussion?

Trion Worlds no longer exists, bub. And the current holder of the license is not going to bring back a game they were losing money on hand over fist.
