Could not accept gift card (region locked), clicked decline, no refund for buyer yet.

My friend from another country tried to send me a gift card to my account, but it was region locked so it wouldn't let me accept it. I declined the gift instead...and now he's saying he got no refund.

I got an error message when I tried to decline the gift at first, but now it's no longer in my gift inventory.

Who can I contact for help?

Maybe steam support. But if it is not in inventory then you succesfully declined I am guessing that it was Helldivers 2 and you can not buy them because they need PSN account and you can not buy them...

OP stated gift card, not game gift and the PSN requirement was removed.

OP, if the gift was declined within 24 hours of purchase, the pending payment will just drop off their statement like there was no purchase and money that was on hold returns to their account.

OP, if the gift was declined within 24 hours of purchase, the pending payment will just drop off their statement like there was no purchase and money that was on hold returns to their account.

PSN requirement was not removed it still stays on and it is still not back for sale in any off the countries that does not have access to PSN network... game still requires PSN and can not be bought... (if we talking about Helldivers 2)

Gift card as in physical gift card, or gift card as in digital? I've definitely successfully sent money to a friend's Steam wallet with a completely different currency than me. I'm pretty sure digital gift cards aren't region locked in any way.

Yeah it was a digital gift card...but sent to an email, that person isn't on my friends list (won it in a giveaway). If they were on my friends list, it would have been fine 😭

That was on may 6th and now is 9th and account linking still stays and removed countries that can not have PSN are still removed from selling Helldivers 2 so Sony for sure wants to have PSN linking mandatory later and they just wanted to have refunding stoped.
I still can not buy the game and PSN is marked as mandatory no matter that I can not have that in my country. Plus I personaly do not want a PSN account!!!
