Are there any full free games on Steam that do not include pay-to-win transactions?
So far the only game coming remotely close to this I've played is the Deltarune demo 😭

Yeah, there's Warframe. However, that only counts as it's not pay-to-win, rather it's pay-to-not-grind when it comes to getting gear.

paying for gear is literally what pay to win means. If a person can buy something that makes something in the game easier that means it is pay to win. As for OP, typically "free to play" means that the game itself is free to play but some thing can require or benefit from a purchase whereas "free" usually means that a game is free with no ingame purchases.

Only if it's 1) not obtainable in-game/more powerful than in-game; and 2) there's competition between players (otherwise, there's nothing to "win")

Point 2 is incorrect. There are plenty of games where the devs design the PVE to be unbearable or downright impossible without spending money. "Clear X content with X character to get a reward that you can't get any other way" in a gacha game (or DLC character packs) is a great example of that.

Yes there are: The SIms 4, etc. Most of the time it is just the base game that is free to play.

Having good gear does not make you a good player.
I have seen many players do pay-to-win stuff and get beat by normal players.
Fat wallet does not equal skill.

Warframe fits the definition of P2W.

1. If there is a possibility of a situation occuring where a player loses a mission that they could have completed had they spent money of purchases that means the game is P2W.

2. You can play pve missions in warframe and you can either "win" or "lose" these missions depending on if you complete the objective or not.
