The current Steam Client is a Win7 build, despite Microsoft having killed Win7 support. This means you're going to experience many system-related issues that commonly occur in deprecated DOMs.
I've already submitted a ticket to Steam Support, they responded with "We've forwarded this matter to the appropriate department." So it's a known CVE but there's no news on how long it'll take for Valve to release a functional Win10 DOM.
Gonna agree with you on this one, OP, this isn't something users have any control over.
No sur swapping to beta branch will correct the corrupted file but may be this will help you

Looking into task manager showed me, the moronic steam client webhelper, who is developed by a bunch of losers, spikes to 100% cpu usage for a second, every now and then.
Being in game this actually causes a short but massive drop in FPS.
Steam is bloatware at this point.
This behavior appears when using these steps :
1) Steam is launched at Library, Window is maximized, wait for it to settle down to 0% cpu in idle.
2) Launch any single player game. Close the game. Back to Steam library window.
3) Press X to Close Steam to task tray (Not minimize to taskbar)
4) Watch Steam Client Webhelper cpu usage, it keeps going as long as Steam is running.
5) Maximize Steam window does not change this behavior
On a Laptop which depends on battery power, this is an issue of wasting cpu cycles.
Steam is running in a most minimal configuration possible (low performance, low bandwidth, no friends chat login, Start at Library (library size < 12 games)
Very curious to know what exactly is Steam Client Webhelper doing?
