Add funds by login
How do i add funds to another person's account knowing their login? I don't have them as my friends. Is there some tool in steam's api?

Do not access another persons account!

You can send them a digital gift card instead (you have to be friends though).

You add them as a friend, then after the three day wait time, you send them digitally gifted funds from your Steam wallet.
ONLY the account owner should be the one logging into an account.

Gift cards cannot be paid with wallet credit.

You can digitally gift funds from your wallet to someone on your friends list. It isn't a gift card.
But you could just go buy a physical gift card and send your friend the code to redeem themselves.

Wallet funds can not be transferred to another account.

Are there any restrictions on purchasing digital gift cards?

You and your friend must both have Steam accounts and you'll need to be friends on Steam. You can purchase Steam digital gift cards for any user that you have had on your friends list for at least 3 days. Please note that you cannot use existing wallet funds to purchase a digital gift card.

it's no longer possible.
back in the day my bank had option to send money directly to any steam account by entering its username and amount you want to send. same feature in cash boxes where you can enter username, add cash and it will top up the given account.

something changed on Valve's end and now you can only use gift card (purchased elsewhere for cash or from your bank account) or send money through steam to a friend (uses your bank card - not wallet funds)

however, if you want to gift someone a game you can purchase it from wallet funds if Valve allows it (your own yearly spending on steam store has to be more than you're trying to spend on gift).

Valve stopped that when they removed inventory game gifts back in May 2017.

makes sense. I recall using the feature when I created the account and then after few top ups it was no longer available.

but I doubt the change came to payment processors in 2017, more like in 2019 because I had no issue to top up my steam account by username back then.

To other users, Valve stopped that in 2017. Payment processors may have stopped offering that option later on.

Some still offer it for direct logins.

You can still add any amount, provided it's at least the minimum required ($5 or €5, generally). That's why Augmented Steam can augment the "buy wallet funds" page to add a custom box -- the Steam software can do any amount, they just don't offer it on the webpage.
