Clarification on DLC Refunding
I'm confused about the policy regarding DLC refunding. Here is it copypasted for anyone wondering what I'm talking about.

"DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred."

Specifically, what "consumed" in this context means. If I buy the DLC then play the game with it at all, am I automatically no longer eligible for a refund, or does consumed mean something else? And/Or am I not eligible for a DLC refund if the game has 2+ hours with or without the DLC, or is a new timer started once I purchase the DLC and I have 2 hours of playtime to refund it?

I'm considering buying DLC for Binding of Issac who's DLC is a bit pricey (probably worth it for the amount of content in it, but pricey if I end up not enjoying it) so I want clarification on the refund policy if I end up not liking the DLC and want a refund.

It depends on the DLC as a lot of time DLC includes in game currency that can be used in a lot of stores or given to other people in multiplayer games.

The dlc should have a notice about it not being refundable if you buy it in the store page.

As for the time it's two hours of you playing the game at all after buying the DLC and installing it as steam can't tell the difference when the DLC is used or the base game only.

Dlc can be refunded with the 2-hour limit as it is with games (of course if you refund dlc you should stop playing the game until the refund got approved).

If dlcs include stuff which can be used/consumed (like XP boosters, certain items etc.) those are usually excluded for a refund as the usage of those stuff can not be reverted.

An example of a DLC consumable would be anything that gets deducted from inventory within the game. Think coins, potions, essence.

The 2-hour limit is based on the game time from when you bought it. If you had 10 hours in the game, you would have to request the refund of the non-consumable DLC before going over 12 hours.

When requesting a refund of this type, it's recommended to do so via the "I have a question about this purchase" option. Steam's refund system can only see your total playtime on the game. It would see you are over the 2 hour limit and auto deny you, so it's better to just ask for one through the question option. Then refrain from playing the game anymore until the refund is approved, or else you'll surpass the 2-hour limit and disqualify the request.

the dlc time starts the moment you buy it and load the game, if you go over 2 hours even if you are not working on the dlc section of a game the refund will be denied
