I have plenty that I've thrown into my ignore list. Apparently because I like DOOM, steam thinks I want to play every modern military conveyer belt simulator with "realistic graphics" and every horror game that relies on the time tested jumpscare under the sun.
I like DOOM because it's fast paced, demon slaying action that only requires me, myself, and a ♥♥♥♥♥♥♥ shotgun to have fun.
Not sure if it hits on just dev tags, or dev tags + user-defined tags, or if the keywords in the game description are what does it, but the OP is correct that Steam likes to list games as "similar", that aren't anywhere near similar.
But this has been the case for years and years and years, and I just usually find it amusing. And have actually found some new games because it threw something weird at me that I would never have seen if it hadn't.
It's a store, OP. Of course Steam wants to sell more and more- that's what stores of pretty much any type want to do.
I was on Steel Empire's page. It's a shoot'em up. And Steam tells me that this game is relevant to me because I've played Plants vs. Zombies and Bioshock wtf! But you know what guys I got hundreds of cases like this one...
This only shows that Steam can tell us anything just to encourage us to buy.
