Why can people with not setted up profiles buy items

Not setting up their profile doesn't restrict them from accessing features.

I mean. If they are not scamming you, why shouldn't they be allowed to buy on the market? Why does it matter?

looks like its a bot made by someone to buy things, just my assumption
