Steam's refund policy is based in greed
Steam’s refund policy basically says “no refunds if you’ve played more than 2 hours or if it’s been over 14 days.” That might be okay for them, but it’s not great for us players. And I bet I’m not the only one who’s run into trouble with this rule.

So, here’s what happened to me: I picked up a game recently, and when I tried to play it, all I got were crashes. I put off fixing it until the next day, and then I spent several hours just trying to get the game to start. It never worked, so within 24 hours of buying it, I asked for a refund. Even though I had 4.5 hours logged, it was all troubleshooting, not playing.

But then I get this automated response from Steam saying they can’t refund me because I’ve “played” over 2 hours. That’s not fair. I didn’t get to play at all; I was trying to fix it!

Now it looks like I’m stuck with a game I can’t use. But I’m not going to let this slide. Whenever Steam gets brought up, I’ll be sure to remind people about their tightfisted refund policy. I’ve bought plenty of games from them in the past, but after this? No way, not anymore.

Coincidentally, Fallout New Vegas was the first game I ever got a refund on, before Steam had a refund policy. I hadn't built my wife a PC yet and I didn't realize she was logged in on my PC when I preordered it to her account by mistake. I submitted a ticket and asked nicely, and they refunded it as a "One time courtesy" within the day. It was a very positive experience.

People who know right from wrong will agree with post.. Take off your blinder's people and stand up for your rights.. Not seeing any of you doing any good. I stopped buying from steam a long time ago, I use Epic, less hassles and I know my game will work proper.. Don't let the kid's get to you, they just spend mom and dads money, a responsible person knows better.
lol, young aged account. So, you've not bought much. And as stated, you can file for a manual refund.

Epic's policy is also the same. I guess you didn't know this?

Refund policies - Take your pick.

Note: (***) same refund policy.

1) Steam - Within two weeks of purchase and with less than two hours of playtime. (***)

2) Epic - Games and products are eligible for refund within 14 days of purchase. However, you must have less than 2 hours of runtime on record. (***)

3) EA Play - Whichever comes first.

a) Within 24 hours after you first launch the game.

b) Within 14 days from the day you bought it, if you have not launched the game.

c) Within 14 days from the release date if you pre-ordered the game, if you haven't launched it yet.

4) Ubisoft (UPDATED) - You can request a refund for a digital PC game within 14 days of your purchase, as long as the game has not been played for more than two hours. (***)

Previously it was: (You can request a refund for a digital order within 14 days of your purchase, as long as the content has not been launched).

5) Blizzard - The game is newly purchased within the last 3 days. You haven't started the game; if the game has been played at all it won't qualify for a refund.

6) GOG - starting now, you can get a full refund up to 30 days after purchasing a product, even if you downloaded, launched, and played it. That's it. (Open to abuse and they monitor for abuse and reserve the right to refuse a refund as do all PC stores).

It's amazing how many people aren't actually aware that most refund policies are blanket courtesy policies that exceed what is required by law in regards to returns and that in most countries actually all sales are final.
It's also much better than the refund policy back in the "good old days" of physical discs that you "owned". . .

"Oh, the package is open? No refund."

That policy hasn't changed a bit.
I got a refund twice on GOG, the first time, I accidentally had games and the bundle of them in the cart. I was refunded paying twice for the games, I was only charged for the bundle.

I was refunded on a shooter so I could pick up the deluxe edition as I didn't know there was no way to upgrade to deluxe after buying the game.

It's in -line with the EU.
I despise having someone speak on my behalf and it infuriates me. As a player, it's marvelous for me because I possess the capability to inform myself in advance.

You should read up on the refund and sales policies in the EU. You'd be surprised.

Specifically the part about refund waivers. Super fun times.
Ask for steam wallet refund. This may improve your chances.
