If they arent seasonal, whats the point of it. (pun intended). We still have the winter season badges, and before that it was the 2023 Spring.

Summer and Winter. That's it.

And there was a Summer 2023 seasonal badge (Summer Collection - 2023) but no Spring seasonal badge.

They want to give people a reason to use points, but not infinitely so for steam profile xp. So they only allow you to buy however many badges every 6 months. It's more of a bi-yearly cap on the free steam xp rather than an actual seasonal thing.

When the Summer sale begins on the 27th.

It tells you on the Seasonal badge page when to look out for them.
