They can not be crafted until the sale begins.
Summer sale begins on June 27th at 10AM Pacific Time.

Crafting badge now through the end of the sales event will drop the sales event cards.
The cards expire 1 month after the sales event ends. Even after they expire, if you have a full set to craft, you can craft it at any time after the event.

The mysterious cards will become event cards when the sale starts. Crafting those will give the badge and XP, as well as a background and emoticon. The points badge will just be the badge and XP.
