I bought the entire set of SS2024 cards, but there's no button to craft a badge there.

Why even look forward to it? Every Steam sale is the exactly same now. All the deals from previous sales are going to be the same for the summer sale. It's not an event anymore. It's just another crappy sale.

I just need some specific games, not always on sale.That is why I asked.

The event itself does not really intrest me. Was fun back when we had some real mingames, now... Nah.

And yet every major sale I find games that are cheaper due to better discounts than previous sales.

Of course every game eventually will hit an all-time low that isn't going to be passed anymore, per the choice of the developer/publisher. For some that price point will be higher than others, but that's only normal. there is no reason to keep dropping the discount when a certain price point will generally rack in enough extra sales during events.
