*Need* it? No, probably not. But it would most likely be ideal to have a good PC to run CS2 and other games you might want to play.

You could just download the game and try it out.

Depends on what your definition of good is.

Minimum system requirements read to me like almost any PC with a GPU in the last ten years should be able to run it. And a highend machine from 2010 might be able to as well.
