Can a child account use steam wallet credit?

A child in my family can only make purchase requests, but I can't see a way for the child to use their steam wallet credit. The purchase request only allows buying it as a gift. The only workaround I know is turning off parental controls. Is there a way to do this?

Child accounts in a Steam family can buy games like everyone else, using wallet funds or external payment methods they add. They just can ask for any adult in the group to pay for the purchase on top of that, thats all.
If they cant you have turned on purchase restrictions for their account in the parental controls for their account in the family.
Those are off by default.

I've given my child access to the steam store as well, but there isn't a restriction or allotment for making purchases. The request access to this area for making their purchase doesn't work - I too had to disable parental controls temporarily for them to use their steam wallet.
