It's allowed and I'm sure there's a FAQ regarding this matter.
I keep it simple for you, so by "legal" it's no. The minimum requirement is 13 y/o.

But they don't care really, and you can make the account for your child anyways as no one gonna stop you, and support not gonna bother you over this either if they don't know. Just don't brag about it to public, or support, also recommend put parental control on child account so they don't do anything.

If you use new Steam family share, the parental control is different, you want to invite the account as child, not adult account, want it label as child account, this way your child can't do anything without your permission via your account to make said change.
Why should there be any trouble? YOU are creating their account; what you do with that is up to you anyway.

Ignore the legal part of your post.

Valve only Set an age limit as a lot of countries have laws about Legal capacity (no idea if Google translated it correctly) per age, which could make trouble for the store.

If the parents/legal guardian wants to open up an account they can do that without a problem.

Valve state it specifically because of US based COPPA requirements and the fact that fines of 10s of thousands of dollars are payable if they are in breach of them.

As long as someone under the age of 13 has the account made by an appropriate legal guardian, it's fine.
Who cares? we all have lied about our age before, and I'm sure your kid eventually will growing up.

As stated, the companies that are levied with the heavy fines, care. Which is why, if someone under the age of thirteen makes an account and admits to it, Valve will take action against the account -- they have to, to avoid paying those fines.
Ain't no one gonna know if you erase the evidence, win-win scenario

^This.

And yes if don't go bragging about being under age to have an account, then support has no reason, nor should they care in the first place because they wouldn't know, they're not there to fish for people information on their age.

No, it's against the rules.
Your 5 years old kid should be playing with puppets and construction blocks, not play videogames, especially multiplayer ones.
Play with him, with actual toys.

It is not against the rules for parent/guardian to create an account for their child.

Thank You for your advice, but education my kid is not your buisness. Current my kid have limit to play in games for 1 hour per week and now on humble bundle is super pack of games for kids and i think it is perfect moment to create account.

Especially since accounts are not inherited.
