I've seen accounts have ai avatar of Putin and they don't get it removed.
Avatars are not possible to limit per country or age gate thus moderation is heavy when it is found and reported.
Kinda makes me wanna move to GOG and never return.
GOG would probably do the same even if they have no specific rule for it when it is brought to there attention.

if you want to appeal your avatar being removed, contact steam support. when you do get to pick an avatar, think about what the avatar means to others, not just you. the next time support removes your avatar, the cooldown will be much longer, so please chose wisely.
Take an example of what we have here. I can bring many other examples, too.

Context is important but sites operate on certainty. They can be certain it will be illegal in some countries and they will thus act on that principle
