How is a silly picture of Hitler smiling an insult to steam??? So if they have control of my account does that mean they can do whatever they want like stopping me from playing games that i brought or remove friends just because of over some image i like to laugh at?

ANY image of the guy is strictly forbidden. In certain countries (Germany) any statement or procamation or anything that could be remotely praise for the guy will get you in serious trouble.

I've seen accounts have ai avatar of Putin and they don't get it removed.

If you search on the name you will find several games with him in it as that is considered under artistic freedom though must be blocked in countries where it is illegal. However a single image of him on a individuals profile can be interpreted as following a certain illegal movement ideology.

Avatars are not possible to limit per country or age gate thus moderation is heavy when it is found and reported.

That would mean they have to monitor for removal which is a second action thus double workload. I am sorry but you are just as me a customer one of the 300+ million registered users.

GOG would probably do the same even if they have no specific rule for it when it is brought to there attention.

if you want to appeal your avatar being removed, contact steam support. when you do get to pick an avatar, think about what the avatar means to others, not just you. the next time support removes your avatar, the cooldown will be much longer, so please chose wisely.

But no one sees your rational behind it when they watch just the image.

Even if you had chosen Oliver Masucci from er ist wieder da or probably Charlie Chaplin from the Great dictator the policy could still result in removal. Context is important but sites operate on certainty. They can be certain it will be illegal in some countries and they will thus act on that principle
