It's just a legal requirement that they need to have. Valve have no way of knowing if you've passed away or not. They also do not have the manpower to chase these things down.
They most likely have better things to do than to massively hurt their PR value with gamers.
And even more NOW im one of the ppl that encourages buying the games to sustain the developers,specially the new small ones that are trully deserving it ! So wtf ru talking about with that sassy attitude ???

LOL, did u read the article,and i quote
"According to them, an account being in use past the length of a person's average lifespan could trigger investigations by Steam. Once they determine that the original user is dead or no longer in charge of the account, it could even be terminated as per the company's terms and conditions."
You are creating a single Steam account and agree to the SSA which is a single user agreement.
Secondly can you merge the following accounts?
Ubisoft accounts? No.
Blizzard accounts? No.
EA accounts? No.
GOG accounts? No.
Rockstar accounts? Yes.
Yes, we know. Yes, we've known for years. And yes, you missed the other 3+ threads about it over the last week.
And this goes back to the *other* several threads the past month - no, you don't "own your games". You don't have any "goods". You bought licenses to use that software. And those licenses aren't transferable.
