Will Helldivers 2 ever be back on Steam?
It's been several weeks ever since Sony took back their word on integrating PSN account into Helldivers 2 and it's still not back in the store (atleast in my case since my region is restricted). I've been wanting to play this game for a long time now.

It's showing in the store for my region. Is it region locked from not showing for others?

for restricted regions? no
As far as we know, they are still in talks with Steam about it.

For 177 countries, it is unavailable.

the 177 includes regions that aren't countries

it's very annoying. I am from Kyrgyzstan and i can't purchase ghost of tsushima either, i thought this game was singleplayer, but google said it has a coop mode and requires psn. so it's not available for purcahse in my country. helldivers 2 not buyable either

Unfortunately, Sony are also requiring this for Single player games, too. So you won't be able to buy any Sony published game moving forward until such a time they drop the PSN linking requirement.

I don't think there's any negotiation going on between Sony and Steam. More likely it's between Arrowhead and Sony. If Sony wanted to make the package available in all regions, Steam Support can often resolve that kind of developer ticket within a day. (It's not like they have to physically ship the game licenses to other countries.)

This is more on your countries end that prevents PSN from being implemented there.

There are many reasons such as currency issues in your country or legal restrictions.

In the case of Helldivers 2 they always said a PSN account was required but they had to temporary disable it because of technical issues.

No, PSN is not required to play Helldivers 2. And even if it was, people in countries like Ukraine can only make PSN accounts by purchasing an entire console. That's not a policy the Ukrainian government put in place. That's 100% Sony's doing.

It was always a requirement from day one and even before when the game was listed on the store page.

Just because it was disabled for a short time after it was released when originally it was needed it didn't mean it wasn't a requirement once they got the issues fixed that was causing it to be disabled for a short time.

Sony is just like all other game launchers and want people to use it to boost their account numbers.

No, there was some hope, then Sony doubled down. Hope is dead.

Sony cares more about harvesting player data than the money they might have gotten from those regions.

That's even a bigger issue since they sold in countries/regions that aren't able to get PSN.
