Unfortunately, Sony are also requiring this for Single player games, too. So you won't be able to buy any Sony published game moving forward until such a time they drop the PSN linking requirement.
There are many reasons such as currency issues in your country or legal restrictions.
In the case of Helldivers 2 they always said a PSN account was required but they had to temporary disable it because of technical issues.
No, PSN is not required to play Helldivers 2. And even if it was, people in countries like Ukraine can only make PSN accounts by purchasing an entire console. That's not a policy the Ukrainian government put in place. That's 100% Sony's doing.
Just because it was disabled for a short time after it was released when originally it was needed it didn't mean it wasn't a requirement once they got the issues fixed that was causing it to be disabled for a short time.
Sony is just like all other game launchers and want people to use it to boost their account numbers.
Sony cares more about harvesting player data than the money they might have gotten from those regions.
